The Municipal District of Lesser Slave River No. 124 (herein referred to as the Owner) invites Prequalification Submissions from General Contractors (herein referred to as the Applicant), interested in completing the Smith Water Treatment Plant PLC Upgrades project. It is the intention of the Owner to prequalify Applicants with experience in completing PLC upgrades and/or other relevant experience, as approved by the Owner. The applicant shall have demonstrated success working with operations to ensure facility operations and compliance throughout construction and commissioning. 

The Prequalification is the first of a two-stage procurement process. This first stage involves the selection of interested firms with suitable qualifications. The second stage will be to invite the prequalified Applicants to submit an Invitational Tender, to be issued later by the Owner. This will be the first of four upgrades of this type. The Owner reserves the right to use the results from this prequalification for all remaining planned upgrades and additional work may be issued as a change order to work already assigned, or as an RFP to all qualified Applicants, at the Owner’s sole discretion, to improve consistency in project management and workmanship as they sit fit.
