Bids for the Town of Barrhead Agrena Mechanical Upgrades must be uploaded through bids&tenders, Online Bidding System, (https://ae-ab.bidsandtenders.ca) by no later 2:00 p.m., MDT, on September 23, 2021. Bids submitted after the Online Bidding System closing time will not be accepted by the Online Bidding System. The time as indicated by the declining time clock on the Online Bidding System shall be the official time for closing.

The work involves the design and construction for the upgrades of the Agrena Mechanical Systems for the following Energy Conservation Measures (ECMs), including:

ECM1: Replacement of the Main Refrigeration Plant Upgrades (Fluid to Fluid Heat Pump):

• Demolition of existing Ice fluid to fluid heat pump system including seven heat pump units, circulation pumps, piping and associated controls.
• Demolition of existing PVC piping in the Ice Plant Room.
• Demolition of existing headers for cold floor, warm floor and in-slab heating piping system.
• Demolition of existing coils in the snow melting pit.
• Design, supply and installation of a complete fluid to fluid heat pump system including four heat pump units, circulation pumps, accessories and controls for fully automatic operation.
• Design, supply and installation of methanol cooling system on the evaporator side of heat pump including combination tank, circulation pumps, expansion tank, piping accessories and valves.
• Design, supply and installation glycol system on the condenser side of heat pump including circulation pumps, expansion tank, piping, accessories, valves, glycol fill system, snow melting system for snow melt pit, connection system for existing warm floor, connection system for pre-heat domestic water and connection system for HVAC water to air heat pump.

ECM2: Replacement of the Heating System for Certain Areas Within the Agrena (Water to Air Heat Pump):

• Demolition of existing HVAC water to air heat pump system including five heat pump units, circulation pumps, PVC piping and associated controls.
• Design, supply and installation five heat pumps and reconnect with existing ductwork.
• Design, supply and installation new heating/cooling system for dressing room 1 to 6 and offices at main floor including heat pump units, piping, ductwork, accessories and controls.

The Design-Build Contract requires the design, supply and installation of all of the components above, along with the furnishing of the necessary specialized tools, equipment, materials (including temporary systems), and testing, not herein specifically mentioned, but which are found necessary to complete or perfect any portion of the Work in compliance with the requirements of the Specifications.

Contract Documents will be available on the bids&tenders website on or after Thursday, August 19, 2021 (https://ae-ab.bidsandtenders.ca). Bidders are required to check for any updated information and addenda issued before the closing date and time. Any changes to the Bid Documentation will be issued by means of written addenda and posted to the bids&tenders website and will form part of the Bid. No amendment of any kind to the tenderer is effective unless it is posted in a formal written addendum. Upon submitting to this Bid, Bidders will be deemed to have received notice of all addenda that have been posted and deemed to have considered the information for inclusion in the tender submitted.

Technical inquiries by bidders are to be to submitted using the bids&tenders website before 4:00 p.m., MDT September 16, 2021. AE reserves the right to not to respond to technical questions submitted via email or any other questions after the inquiry date noted hereof. Relevant questions will be responded via addendum.

A Mandatory Bidders’ Briefing is scheduled for 10:00 a.m., MDT on August 25,2021 at the Barrhead Agrena, located at 5607 - 47 Street, Barrhead, AB. Confirmation of the bidder’s attendance will be required by 4:00 p.m., MDT on August 24, 2021. 

Bids must be accompanied by the specified Bid Bond and Consent of Surety payable to the Town of Barrhead. 

The lowest or any bid will not necessarily be accepted.
